Unit Title: Congressional Organization and Leadership

Unit Overview:
This unit will focus on the structure and leadership of Congress. Students will explore how and when Congress convenes, the roles and responsibilities of various officers, and the significance of committee chairmen in the legislative process. The unit will also examine how the organization and party dynamics shape legislative functions.

Unit Objectives:
By the end of this unit, students will be able to:
  1. Describe how and when Congress convenes.
  2. Compare the roles of the presiding officers in the Senate and the House.
  3. Identify the duties of the party officers in each house.
  4. Explain how committee chairmen are chosen and their role in the legislative process.

Materials:​
  • Handouts with key terms (Speaker of the House, President of the Senate, etc.)
  • Whiteboard/markers
  • Projector (for displaying slides and key terms)
  • Access to online resources for further research (if available)

Key Terms:
  • Speaker of the House: Elected presiding officer of the House and leader of its majority party.
  • President of the Senate: The Senate’s presiding officer (Vice President of the U.S.).
  • President Pro Tempore: Elected Senate officer who presides in the absence of the Vice President.
  • Party Caucus: Closed meeting of members of each party in both houses.
  • Floor Leaders: Unofficial party officers who serve in each house.
  • Majority Leader: Floor leader of the majority party in either house.
  • Minority Leader: Floor leader of the minority party in either house.
  • Whip: Assistant floor leaders.
  • Committee Chairmen: Heads of the standing committees in Congress.
  • Seniority Rule: The custom that members with the longest records of service hold the most important posts.

Lesson 1: How and When Congress Convenes
  • Objective: Students will describe the process of how Congress begins a new term and when it convenes.
  • Activity:
    • Review the process of Congressional terms and sessions. Discuss the importance of Congress convening every two years and the events on opening day.
    • Show a timeline of a typical Congressional term (beginning of January, swearing-in, etc.).
    • Discussion: Why does Congress convene every two years? How does this affect legislative priorities?

Lesson 2: Presiding Officers and Their Roles
  • Objective: Students will compare the roles of the presiding officers in the Senate and the House of Representatives.
  • Activity:
    • Create a Venn diagram comparing the Speaker of the House and the President of the Senate (with a special focus on their duties and powers).
    • Group Activity: Students will research the President pro tempore’s role and responsibilities and present their findings to the class.
    • Class Discussion: How do the roles of these officers contribute to the smooth operation of Congress?

Lesson 3: Party Officers in the Senate and House
  • Objective: Students will identify the duties of the party officers in each house of Congress.
  • Activity:
    • Define and discuss the roles of Majority Leader, Minority Leader, and Whip in both the Senate and House.
    • Role-Playing Exercise: Students simulate a Congressional debate with party leaders and whips guiding party members.
    • Discussion: How do these officers influence party policy and voting on issues? How do they maintain party unity?

Lesson 4: Committee Chairmen and the Legislative Process
  • Objective: Students will explain how committee chairmen are chosen and their role in the legislative process.
  • Activity:
    • Lecture: Discuss the seniority rule and the process of selecting committee chairmen.
    • Case Study: Analyze the role of committee chairmen in the passage of a bill (using a real or hypothetical example).
    • Class Discussion: Why is the seniority rule important? How does it affect the legislative process?

Assessment:
  1. Exit Ticket: At the end of each class, students will write a brief response to a prompt related to that day’s lesson (e.g., "Describe the role of the Speaker of the House in the legislative process").
  2. Quiz: At the end of the unit, a short quiz will assess student understanding of the key terms and concepts covered.
  3. Group Presentation: In small groups, students will present the duties of the presiding officers and party officers, as well as the process by which committee chairmen are selected.

    • AI Bill Creation: Students will use AI tools (like ChatGPT) to collaboratively draft a bill based on a real-world issue. The AI will guide them through the process, suggesting language and helping refine the draft.
    • Committee Process: Once the bill is drafted, students will simulate the committee process with AI-generated prompts (e.g., the AI acts as the committee chair and guides students through the stages of reviewing, amending, and reporting on the bill).
    • Activity: Students will interact with AI-generated scenarios, such as potential challenges or amendments that could arise during the committee stage.
